Our client is a well-established construction and civil engineering company headquartered in Abu Dhabi, operating since 2012. With over 200 employees across project sites and their head office, the company specializes in commercial building construction, road infrastructure, and utility installations. They had built a strong reputation in the private sector but lacked the formal quality management certifications required to bid on government projects.

The Challenge

In early 2023, the Abu Dhabi government announced several major infrastructure development projects worth billions of dirhams. The company identified three tenders perfectly aligned with their capabilities, but each required ISO 9001:2015 certification as a mandatory prequalification criterion.

The challenges were significant:

• No existing Quality Management System (QMS) documentation
• Processes were informal and undocumented, relying heavily on experienced staff knowledge

Our Approach

Al Mobaderoon was engaged in February 2023 with a clear mandate: achieve ISO 9001:2015 certification within 4 months. Our team deployed a structured, accelerated implementation methodology:

Phase 1: Gap Analysis & Planning (Weeks 1–2)

We conducted an extensive gap analysis across all departments — project management, procurement, site operations, HR, and finance. We mapped existing informal processes and identified 47 gaps against ISO 9001:2015 requirements. A detailed implementation roadmap was developed with weekly milestones and clear ownership assignments.

Phase 2: QMS Documentation Development (Weeks 3–8)

Our consultants worked on-site three days per week, developing comprehensive QMS documentation tailored to the construction industry. This included a Quality Manual, 22 Standard Operating Procedures (SOPs), quality policy and objectives, risk registers for each department, process interaction maps, and document control procedures. Phase 3: Training & Implementation (Weeks 6–12)

We delivered targeted training programs to different levels of the organization: executive awareness sessions for top management, detailed implementation training for department heads, and practical workshops for site supervisors and teams. Over 85 employees received direct training across 12 sessions. Simultaneously, we guided the implementation of new processes, conducted internal audits, and facilitated management review meetings.

Phase 4: Certification Audit (Weeks 14–16)

After ensuring full readiness through a pre-assessment audit, we coordinated with an accredited certification body. Our team supported the client through both Stage 1 (documentation review) and Stage 2 (implementation audit) assessments, addressing two minor non-conformities identified during Stage 2 within 48 hours.
